Non-Apartment Supply Squeeze: Korea Housing Industry Urges PF, Tax and Loan Relief

Land Minister Kim Yoon-duk held a town hall meeting on the morning of May 14, 2026, at the Construction Hall in Gangnam, Seoul, with 130 housing industry officials to discuss ways to boost supply of non-apartment homes such as villas and officetels. Participants included the Korea Housing Association, Korea Housing Builders Association, Korea Developer Association, Korea Real Estate Marketing Association, and major builders and developers. The industry cited real estate PF loan freezes, tax rules, restrictions on interim and balance loans, and insufficient public guarantees as obstacles. According to the Korea Developer Association, supply of officetels and urban living housing has fallen 80% since PF distress increased in 2021. The industry also requested excluding officetels of 85㎡ or less and 600 million won or below from home counts, VAT refunds, and support for converting knowledge industry centers.
